Winmerge v2.16 context menu issue on Windows 10

I have 2 PCs running Windows 10 Pro v1803.

My first PC is still on Winmerge v2.14. It still has the appropriate context menu ("Compare to" and "Compare"). The behavior is as expected from past experience.

My second PC has had Winmerge updated to v2.16. In the right click menu it just has a single entry labeled "Winmerge". I can select 2 files and they compare if I click that menu entry. But where are the two entries gone?

On the second PC, under system integration, there is an active button to register the context menu handler and a greyed out button to unregister said handler. I assume that, once registered, the active button is now unregister. There are some check boxes above which are greyed out. If I click the active button to register, nothing at all seems to happen.

Rebooting after making changes (assuming that is needed) does nothing. There is still an inappropriate context menu and the options have not changed.

OK. It's obvious nobody is reading this.
So I have gone back to v2.14.
The problem is resolved.

Clearly v2.16 has an issue.
