Daylight Saving Time Issue

I have a folder of files on my local hard drive (drive C), which uses NTFS. A while ago, I copied this folder to a USB flash drive, which uses FAT32. I am using Windows XP Home SP 3.

Now when I compare both with WinMerge, there is a reported one hour time discrepancy with each file. So they are all reported as different, even though the files are still the same. This is probably caused by the different file systems handling daylight saving time differently.

Is there any way to resolve this (other than to use a compare method that does not use the date/time stamp)?
